Barbering - Any practices done to the hair, beard, face, scalp, or neck by either hand or mechanical
appliance. Only when done for remuneration and for the public. Not for treatment of disease, or
physical/mental ailments
Barber - A person who is licensed to engage in the practice of barbering in a state under its
authority
Purpose of Regulation - Legislation deems it necessary in the interest of public health, safety, and
welfare. Restrictions imposed only if necessary to protect the public from recognized dangers AND
in a manner not affecting the competitive market
Citation - an instrument which meets requirements set forth, and is served upon a subject for
purpose of assessing a penalty in an amount established by this rule. Department disposes of this
citation after 6 months
Biennial Renewal - Each licensed barber who continues to practice/service shall renew license
every 2 years
