The number of African American students who were at a 7th-grade reading level dropped from
56% in 2021-2022 to 29% in 2022-2023 at Pine Valley Middle School. Pine Valley Middle
School had a student population of 851 in the 2021 -2022 school year where 4.2% are listed as
African American. Two subgroups of the African American student population and the special
education students, five students and the economically disadvantaged, twenty-one students. The
subgroup of students who are listed as special education students will be relevant to the problem
because none, zero, were at or above grade level on the 7th grade Reading STAAR test and less
than half, 46%, of the economically disadvantaged students were at or above grade level on the
7
th grade Reading STAAR test (Galbreath, 2023).
The source used for general quantitative community data is the website United States Zip Codes
One (Schulze, 2012) which lists that the population of African Americans is only 2.8% of the
entire community. The source for the quantitative data is the National Center for Education
Statistics which links to the district's demographic dashboard which includes information about
the African American community that New Caney ISD serves. This information includes
demographics concerning race/ ethnicity. It shows that the community that is served by New
Caney ISD is made up of 3% African American. The second source for quantitative data is the
New Caney ISD webpage “Assessment & Accountability / TEA School Report Cards”. This
webpage lists all schools in the district and links Texas Education Agency website that has the
